It uses ReSpec index feature combined with xref to maintain links with other well-known specs. For specs that aren't part of xref, I've chosen to use <a data-cite> when there was a single occurrence, and use a <dfn data-cite> in the first linked occurrence when there was several of them
I should note - it removes normative references to RFC7159 and RFC7234 which were listed as dependencies but whose terms were not actually used in the body of the spec.
