Not really. The CG can, of course, publish CG notes, but touching documents on /TR is a no-no.

You should first take the UCR and re-edit it to appear as a CG document. If that is done, I can see whether it is possible to put a notice on the /TR document referring to the CG as the updated version. But I believe that is the maximum that can be done…
