"Unicode serialization" definition has been removed #9

The Manifest format section has a link to "Unicode serialization" that current bikeshed will no longer generate, since the relevant section of HTML now says:

Note: There used to also be a Unicode serialization of an origin. However, it was never widely adopted.

This text should be adjusted to deal with this definition no longer existing.
