Call out payment handlers in abort() #678

Per 29 Jan 2018 Payment Handler API editor discussion [1], acknowledge connection to payment handlers in abort() method.

Relates to Issue #476.

@marcoscaceres, this pull request from the payment handler API discussion on 29 January. However, I seem to have messed up the rebase since the travis integration is failing. I will try again.
