chore: fix ReSpec errors #157

There have been some changes in markdown processing, which are incompatible with this document. Also, markdown is not used in the document, so removing it.

As an add-on, changed ReSpec script to lite jQuery-less version.

Trying to retrigger IPR bot... it's stuck.

@w3c/staff the IPR bot is stuck "undefined is not an object (evaluating 'd.pr.groups.map')". Anyone around to have a look?

I have no idea what the cause was (maybe @deniak can investigate later) but since it was an editorial change anyway, I went ahead and flagged it as non-substantive.

Thanks @sideshowbarker! The PR wasn't properly created in the ash-nazg database. One of the GH webhooks silently failed causing the PR to be in the pending state. What's odd is that triggering the webhook again after cleaning up the database fixes the issue so a race condition may be the problem here.
