Add Meetei style #27

Meetei, also known as Meitei and Meetei Mayek, is a writing system used by the Manipuri language in Eastern India. It has its own set of digits, and they are used on books and websites for numbering lists.

Nicely done submission! Thank you. I'll merge into the Editor's Draft now. We expect to shortly update the /TR version of the WG Note to include some additional changes.
