"Deploy Pages" GitHub action is timing out #515

After landing PR #514, the GitHub acton to update our spec on GitHub pages is failing with a timeout.

I tried clicking on various URLs in the log, and it looks like an access control problem? However this might just mean that the URL in the log isn't accessible to me.
