This also directly echoes what the Patent Policy defines in Section 8.3

For purposes of this definition, the normative portions of the Specification shall be deemed to include only architectural and interoperability requirements.

We therefore make it clear that Registry Entries can't affect matters that are under the aegis of the PP.
