We should probably improve the wording in #addressing-of to explicitly trigger FO handling upon registration.
The Revising W3C Process CG just discussed Clarify that registering an FO triggers process to address it

The https://www.w3.org/Consortium/Process/Drafts/snapshots/2023-04#ACReview section describes how AC review works, and says that formal objections can happen and might be sustained, retracted, or overruled, but it never actually says to run the process in https://www.w3.org/Consortium/Process/Drafts/snapshots/2023-04#addressing-fo to make that sustaining or overruling happen.
