"Regression on the REC track" should say what kind of approval is needed #741

Additionally, with the approval of the TAG and the AB the Team may ...

But there's no definition of "approval" in this context. Is it a 50%+1 vote? Consensus? Something else?

It should just be the normal TAG/AB decision-making policies. Maybe this can be clarified somehow.
