Fixes https://github.com/w3c/process/issues/402.

For discussion about the problems with the old/legacy term Candidate Recommendation no longer being accurate — and the need for a good, modern, up-to-date, actually-accurate replacement — see the discussion in https://github.com/w3c/process/issues/402

In context with all other recent changes, "Working Group Draft" reads as a "Draft of a Working Group", which is not what you meant.

The consistent/congruent change, keeping with those other recent changes, would be from "Working Draft" to "Working Group Specification Draft".

I would really, really like to NOT use the term "specification" officially at this point; it is in common practice to denote ANY kind of technical specification. Giving it official status at this point would be confusing.

OK, I’ve changed it to Working Group Publication — in the interest of trying to find an alternative to satisfy the comments

I personally think we should clearly delineate the states a specification can be in, from proposal to REC, in multiple paths, before we go renaming anything.

  1. Working Draft
  2. No longer Working Draft
  3. Recommendation
