First proposal for additional accessibility information technique in ONIX #353

This is a very first draft, we will probably have to make some revisions, but at least we have a starting point.

4.9.1.1 Understanding the variables: sign_language I missed the word 'is' from this sentence: This means that a full signing of audio content of the product is supplied with the video file.
