Complete self-reviews #329

We'd like to take the spec to CR. This means sending it out for wide and horizontal review, and before then we need to:

[ ] Complete an i18n self-review
[ ] Complete a privacy and security self-review

If these self-reviews have been completed in the last few months, point me at them and I'll set wide and horizontal review in motion. Otherwise, let me know when they're done.

The Privacy/sec ones was completed a while ago and moved to Wiki. https://github.com/w3c/push-api/wiki/Security-and-Privacy-Questionnaire-for-the-Push-API

I think we should just open this up for wide review.
