§3.10 Req 12b VRS and VRI, Move specific example to note [RAUR] #9

§3.10 Req. 12b is about use of various sign languages and spoken languages in video relay and interpreting services. It has general requirements and specific examples intermixed. Proposal : Separate the text into a general requirement and specific informative examples in a note.

Proposal: "REQ 12b: Provide VRS and VRI support for different specified sign languages and various spoken language translations. A user may also need to stream or pin both.

Note: VRS calls may be made between a sign language user and a person speaking another language than usually spoken in the area where the sign language is usually used. There are also also different sign languages used in different areas all using the same spoken language. Examples are Irish Sign Language (ISL which is related to French sign language) and British Sign Language (BSL), and American Sign Language (ASL) all used in English speaking areas. Sign languages have standardised language subtags different from spoken languages, making it possible to declare the needs of users and the capabilities of services in combinations of standardised sign and spoken language subtags."

@gunnarhm Looks good to me, I've added this to branch. I'm think we need to explain what 'subtags' are?
