Unless the WG is interested in handcrafting solutions to specific syntaxes, it should be described at the level of the RDF language, as per RDF 1.1 Concepts and Abstract Syntax, ie. "concrete RDF syntax": https://www.w3.org/TR/rdf11-concepts/#dfn-concrete-rdf-syntax
