The main goal of the PR is to provide some backgrounds why the deliverable list have been chosen as is. Seems to be one of the TAG's concerns.

@msporny, @peacekeeper, you should certainly cross-check what I wrote on BBS+

I will go ahead and merge this PR, because the discussions otherwise happen all over the place which is confusing. It is not the final version anyway...
