create two new areas in rdf-tests for rdf1.2 and sparql1.2 #76

Precursor - remove the original SPARQL-WG tests area which was both SPARQL 1.0 and SPARQL 1.1. These were reorganised into sparql/sparql10 and sparql/sparql11. Community discussion: https://github.com/w3c/rdf-tests/issues/84

@pchampin, we should add the necessary configuration to https://github.com/w3c/rdf-tests to associate it with the WG, and make sure the appropriate IP requirements are in place. An email to the CG was sent out describing the updated use for the repository.

We'll need to make other changes to update boilerplate for test manifests and READMEs.

and https://github.com/w3c/rdf-tests/tree/main/rdf has a rdf11 area so rdf12 can go along side.
