This would go somewhere in https://github.com/w3c/rdf-star-wg/wiki/Editor's-guide. Style for Turtle examples should use PREFIX/BASE instead of @prefix/@base, except where the different syntactic constructs are introduced. Some examples should use lower-case prefix/base in appropriate locations in the defining specs.
