I went with the with the "input" and "output" conformance idea.
There is also a change elsewhere to add a for annotation syntax because there wasn't one but in the end didn't use in this section. But at least we have a link target now.
The text now says that input conformance is an standard RDF syntax that is extended for quoted triples gives compliance. Annotation syntax is optional (it isn't mentioned).
This makes JSON-LD-star legal (and not a TriX-only system because it is not a standard RDF 1.1 syntax).
It enumerates the syntaxes this group has defined by referring to the tests. I think it stops an alternative version claiming one of those names.
Raised issue: #229 with PR #230.
@afs It is weird, I have the feeling that the changes you described are not pushed. That, or I am seriously misinterpreting your comment...

Since the text still refers to the test suite, it seems quite exclusive of any syntax not specified by our group...
I can confirm @pchampin's observation that the commits seem to be incomplete.
How about now? (there isn't an OR/AND issue - it defines "RDF-star for input", "RDF-star for output".)
I had been checking a locally built copy, went off and dealt with the TriG tests issue, then forgot to push the local copy.
This addresses issue #3.
