Can we rename this spec? #91

Can we call it "requestIdleCallback()" and give it the subtitle "Cooperative Scheduling of Background Tasks" instead?

I doubt anyone is searching for "Cooperative Scheduling of Background Tasks" or going to remember that name.

I know that cancelIdleCallback() is also defined, but just takes a handle from requestIdleCallback(), so... 😇
