Clarify manifest's fullscreen can be considered a pre-lock condition. #224

Setting the the orientation via manifest would still require full screen in the web manifest.

This should be clarified in the appropriate section.

Spec now makes it clear that:

A user agent SHOULD require installed web applications to be presented the "fullscreen" display mode as a pre-lock condition.
