Action issues #72

Actions are now handled by raising issues with a specific label.

@BigBlueHat I will merge this because this is the operational version of what has already been used for the json-ld wg page, but a code review of the (new) actions.js module would be good. You may find places where the code can be improved; let us do that in a separate PR if things come up.

The code does not include anything for the browser view. That is the next step...
