Disentangling the "Ontology" vs "Graph" language in the narrative #186

Also see /ssn/integrated/sosa-modularized.ttl in this branch where I took a look at how finer grained modularization might work to provide separate conformance-classes for Actuations, Observations and Samplings - these sections would be moved into separate files/graphs.

and also fixed the dcterms:title in the various modules.

Quick reaction: "ontology" for whole set and "module" for the four individual files would be more canonical, imho (the terminology in AIM and GloSIS). The whole set forms itself a graph, that term conveys a broader meaning in my understanding.
