Oh definitely a collection may have either atomic observations or collections as members. That is necessary to get the nesting to properly support the optimizations that are the whole point of observation collections in the first place. See https://www.w3.org/TR/vocab-ssn-ext/#observation-collection Figure 6 and Figure 7.

The Editors Draft (i.e. the version in the main branch in GitHub) has an improved definition for ObservationCollection. OK to close now @kjano ?
@dr-shorthair we just had a discussion in a meeting on the idea of something shown in fig 6, namely an ObservationCollection that has observation collections as members. The argument was made that these would be an ObservationCollectionCollection so to speak, and, thus, not conform with the definition that an OC is a 'Collection of one or more observations'. I am sure this has come up before, what would be your reaction?
