linking observableProperty with 'potential' Procedure #42

How to ‘link’ observableProperties with the potential observingProcedure(s) that can be used (in some domains you have long list of ISO/CEN validated Procedure).

‘Potential’ is important here because most of the SOSA/SSN conundrum is about the observation act that happens. For example ‘isObservedBy’, which is not our UseCase.

We need to say things like ‘canBeObservedBy’ etc… and also need a direct link between ObsProperties and Procedure
