Add negotiation by profile #1044

There is an outstanding issues relating to negotiation by data profile to enable multiple representations of the data to be returned by a convenience API.

I think it may bve worth looking at this from the multiple aspects (currently causing great consternation...) 1) negotiation (server function) and the implications for specialised profiles - eg GeoDCAT-AP is also GeoDCAT is also DCAT conformant 2) discovery - where are the set of profiles to be found - and what if they are handled by multiple servers 3) description - what metadata about profiles is needed 4) definition - what forms of profile definition (ie. constraints languages) are preferred in the SDW context)
