[Responsible Use] - Decide on how we want to show of use cases

We have a couple of different ways of presenting use cases in the Note.

The first way simply presents all the detail, generic; examples; and benefits, all together.

The second way presents the general principle, the benefits, and a grounded example as separate highlighted parts.

We'd obviously like all of the use cases to be presented in a consistent manner.

I'm pro the second approach, used for the Haiti Earthquake example, where the general use case is: Use Case 1: Use of social media geotagging to raise awareness of issues
