Inconsistency in lat, long for WGS84 (Chapter 9) #1370

Second NOTE gives examples of 2-dimensional and 3-dimensional WGS84 EPSG codes (both in Lat/Long). WGS84 example below the NOTE does not mention EPSG code and includes Long/Lat.
