Complete BP about metadata #520

Current Best Practice 1: Include spatial metadata in dataset metadata needs more work. At London f2f Clemens commented that "BP1 is inconsistent with some of the descriptions/criticism we have about how the metadata is handled in SDIs". Also, DCAT is a valid tech but it's one of many. ISO19115 and schema.org should also be mentioned.

Josh's updates plus Jeremy's planned edits to BP4 resolve this concern.
