Hi @stephenmcgruer, This sentence " At most 1 hour." is already in the specification. What do you mean when you say "Adds a normative requirement." ?

Whoops, completely missed that that sentence is pre-existing. We probably shouldn't have it (why is it there?), but that's ok, we can fix that sometime later. This CL LGTM.
