Normative references #69

DOM4 and HTML5 ought to be normative, presumably; and a reference to WebIDL would seem logical too.

I'm suggesting to make the DOM4 and HTML5 references normative (right now they are labelled informative), and to add a normative reference to WebIDL.

I'll bring a pull request.
