Very early work towards SHACL 1.2 #25

This is very rough but illustrates the proposed split between SHACL Core and SHACL-SPARQL, see #26

Much more editorial clean up is needed, e.g. to make references between the specs consistent.

I added an approval but it still says that "At least 1 approving review is required by reviewers with write access." Presumably, I don't have write access. Who does have write access?

Thanks, it worked after I created a Team of people who can contribute. I am yet to fully understand how this works moving forward, and how to add more people. I tried adding bergos but he isn't W3C member.

People will need to a member of the CG and have a W3C profile. From their profile, they can associate their github with the W3C account.
