We should make sure that all sections of WCAG are readable, not just the guidelines themselves. Feedback from someone on Twitter suggests we may not have achieved this yet.
Could we, for example, move the background information out of the introduction into a separate document? Is there other content that could be moved elsewhere too?
It might also be worth reviewing all the sections for general readability best practice too.
