Question:

Are there usability improvements that would make it easier to use and find information?

Suggestion:

Guideline Numbering should start with 1 instead of 7, as guidelines will be used out of the specs context, like a quick reference document or in audit reports. Probably this will be the case anyway. Guidelines and methology/background information could be separate documents.
