Positive feedback on multiple, testable outcomes and on conformance levels structure #323

Relevant section: Conformance Levels Comment: I really like guidelines having multiple, testable outcomes with "AND" linkages. It is a clear way to present the relationships between “ok,” “better,” and “best” to the reader. Keeping the testable outcomes together feels like a more persuasive presentation to the user that Ratings 1-4 are really not as good as Rating 5 and that Ratings 1-4 all build up to Rating 5 level. It is common for development processes to iterate on digital tools over time; this “building” relationship between ratings dovetails nicely with that.
