Conformance requirements and scoring interpretation are too unclear #366

For practical use it needs to be clear which guidelines are required and which are aspirational. With the limited information provided in the draft, we feel that the current draft does not make clear enough what products should absolutely include for accessibility and what is more of an optimization for bonus points. How should organizations interpret a particular average score using this model? If a large application received an average score of 3 across all of the WCAG 3 outcomes without critical failures, but received low scores related to particular guidelines, it could be difficult to interpret the meaning of those results for comparison as the standard is currently written.
