Current definition of RDF Dataset Merge in section 18.1.1 RDF Dataset.
Will be put into Section 10 of Semantics.
This was discussed during the rdf-star meeting on 31 October 2024.
ktk: we can continue this offline
gkellogg: not a strong opinion, but RDF Semantics seems the right place for this definition

As suggested by @gkellogg in https://github.com/w3c/sparql-query/pull/152#discussion_r1735203153, it would make sense to move the RDF Dataset Merge definition to RDF Semantics or Concepts, and reference it from the SPARQL query spec.
