Bug in rules: Extraneous back-to-top requirement #514

Pretty sure we dropped this requirement in the final version of the 2016 redesign. The back-to-top links are now inserted via JS.

Found while checking https://drafts.csswg.org/css-grid/.

When was that, @fantasai? I only found https://github.com/w3c/tr-design/issues/99#issuecomment-227248893, in June.

The new TR design does make that requirement obsolete. I'm in favor of dropping that rule. @plehegar, wdyt?
