How to Incubate (explainer) #184

There is a need for a document that explains to those less familiar with W3C how to incubate a proposal and brng it to the standards track.

Needs to clarify uses of IG, CG, WG; describe impact of patent policy, horizontal review, consensus.

Should link to more detailed materials, but be an understandable, self-contained overview.

Note that this is also relevant to an Advisory Board project for this year, examining what people should but don't know about how to get work underway at W3C.

Dispatch: After a week of virtual IETF in which some of the only meetings scheduled were the "dispatch" meetings at which people presented new-work-proposals and took questions to discuss whether an existing or new group might be a good home for their development, I wonder if that might me a mode for us to consider.
