Horizontal Reviews: apply the Github label "Horizontal review requested" to request reviews for accessibility (a11y), internationalization (i18n), privacy, and security. Also add a "card" for this issue to the Strategy Funnel.

Communities suggested for outreach: none

Known or potential areas of concern: none

No comments from APA, we had reviewed with no comments the Service Workers spec. In a future charter with new deliverables, APA may have more interest. Over to @brewerj to complete accessibility horizontal review.

Security and privacy reviews completed. No security nor privacy issues on the charter. Also filed two issues on the Service Workers spec.

I prefer to see more than one chair for most WGs, and I'm disappointed to see only one here.
