Charter: Web of Things Interest Group

This is a recharter for an Existing IG.

Note: The draft Charter above is still an initial draft and needs to be updated based on the feedback from the group's virtual F2F meeting in June.

TBD: Horizontal Reviews: apply the Github label "Horizontal review requested" to request reviews for accessibility (a11y), internationalization (i18n), privacy, and security.

We've updated the draft IG Charter to add clarifications, and think it's ready from the WoTT-IG's viewpoint.

@samuelweiler @himorin and @michael-n-cooper could you please skim the updated draft Charter?

The recent changes are described by the diff version.

Please note that we added some minor tweaks to the CSS setting for (1) the background color of the "Scope Summary" section and (2) the size of the image on the relationship between the WoT-IG and the WoT-WG.
