Second Screen WG rechartering

Current charter expires at the end of the year (a short extension will most likely be needed while the new charter gets prepared, processed and approved).

• Second Screen WG PAG, scoped to patent disclosures and exclusions related to the Open Screen Protocol is ongoing
• Main change, on top of refreshing the boilerplate text, is to add the Multi-Screen Window Placement API to the WG, after a period of incubation in the Second Screen CG.

I second @samuelweiler 's point and concern, that the fingerprinting risk here is very large, and solutions are not obvious. I would be interested in what the WG has in mind by selecting "unnecessary or severe" as the relevant criteria.

I'm exchanging with @JaninaSajka via email. Clarification is on whether bluetooth headsets and speakers are included in the notion of "presentation display" (they are) and whether refreshable braille displays are included as well (they may not be depending on their capabilities)
