While equally important for accessibility, the W3C Authoring Tool Accessibility Guidelines (ATAG) is not as widely recognized and supported as WCAG. Several activities could be carried out, including:

Promotional, translation, and awareness-raising campaigns
Technical guidance for authoring tool developers and integrators
Resources for users of authoring tools, such as on configuration

I am interesting and working on this issue. Authoring tool support will probably be included in Silver, the successor to WCAG 2, but there are no firm details on what this would look like at this time. It is planned to be included in the Silver Community Group incubation work. The ideas that @nitedog have added would be an interesting addition to what Silver wants to include.
