New SC for 4.9: Event-Driven Architecture

Issue: We currently have SCs on batch processing and protocol use but nothing on Microservices and Event-Driven Architecture.

Solution: When creating products or services which utilize state changes (without triggering a complete refresh), consider if the utilization of Event-Driven Architecture and Microservices will be more environmentally friendly (based on the ESG variables involved) than traditional APIs in handling the server-side workload of your solution.
