SVG-AAM Section 8.1 Name and Description needs rewrite #31

Section 8.1 Name and Description is out of date (links to number AccName steps) and needs rewriting...

Using the numbered steps in the spec, I think it can be simplified greatly.

  1. Unnecessary? I think AccName covers this already
  2. Instead of replacing sections of the AccName algo text, SVG-AAM should define the title element and the xlink:title attribute as the "host language labeling mechanism" which is already referenced in the algorithm. Ditto for the desc element as the host language description mechanism.
  3. Unnecessary? Result should be the same whether the current node is a text container or not.
  4. Unnecessary? Covered by the above change suggestion in 2?

I think this is an editorial change, but could be convinced otherwise.
