The question (as usual) is also: who defines these values in future? Would we need some sort of a registry to include valid definitions?

We should probably give a clear definition of these, as part of the spec: even if the terms relatively self-evident, a more precise definition would be necessary imho.

My first thought was "we can just grab an existing vocabulary of terms!" but of course there isn't one, hence our list.

Should we be the gatekeepers of what the official terms are, or should we suggest a starter set of terms and then see what happens in real life?

In my view, at this moment, the CG should be gatekeeper, possibly through an independent registration mechanism (that can be as easy as a list somewhere on the Web site that can be enriched by others through Pull Requests). The ones currently there should be listed with a short description of what they mean and then we will see as it goes.

If and when this spec goes to a WG, then a more formal registration mechanism should be used (and the upcoming Process 2021 will offer such possibilities) but let us cross this particular bridge when we get there...
