Transform initial proposals to guidelines

Several working documents have seen their main content moved to the specification:

Proposal based on http headers
Proposal based on a well known file hosted on the origin server
Proposal based on html meta tags
Proposal for Policies expressed as ODRL 2.2 structures

I propose to reuse them as guidelines / how to during future discussions around the implementation of the specification.

For that we should 1/ rename them as e.g. "Technique" (Technique based on http headers) 2/ Only keep there information that does not belong to the specification, as a start.
