I suggest we save this PR until we have a revised requirement set for the test focus target and fix some other issues in the page - for instance the instructions are incorrect, you are supposed to clone web-platform-tests and do a submodule update for testharness, not directly reference to it. I'll give it a extensive proofread and follow up on this in a separate PR if you are fine with closing this.

(the testharness comment above was about the wording of the instructions, not the actual pointer it ends up at)
