Update link to IRC channel #176

Our code adds a link to IRC channel to calendar entry with an irc.w3.org domain. That address now redirects to webirc.w3.org. We should update the link to use that domain directly.

Also, the # can be omitted (which will avoid the ugly visual escaping)
