Publication date right next to spec title #45

Feedback from @ianbjacobs:

I think the publication date is more important than the group that published it. I would put the date just below the title, and perhaps a bit smaller. It might be styled differently as well to stand out LESS (like "just a little lighter") Also, you can write "Published" instead of "Published on" (saves words and is still correct) Maybe the font size for the date becomes similar to that of the editors

I'm not sure that you need to write "published" ... font like the editors' names makes sense.
